Smallholder Agribusiness Partnerships Programme (SAPP)
MINISTRY OF AGRICULTURE
Vacancy Programme Management Unit (PMU)
Smallholder Agribusiness Partnerships (SAPP) Programme is a project implemented under the Ministry of Agriculture jointly funded by the Government of Sri Lanka (GOSL) and the International Fund for Agricultural Development (IFAD). The total programme cost is US$ 105 Million and it is designed to contribute to Sri Lanka’s smallholders’ poverty reduction and competitiveness. It mainly focuses on the development of 4P (Public, Private, Producer Partnerships) value chain projects in collaboration with private sector promoter companies, Farmer/Producer Organizations and farmers to develop production and marketing system with commercial orientation while increasing the income of rural communities for sustainable rural development. The programme is implemented islandwide.
Applications are called from citizens of Sri Lanka with the below mentioned qualifications to fill the following position of the Programme Management Unit.
Deputy Manager – Value Chain Implementation (01 Post)
Summary of Responsibilities:
He/she is responsible for attending project development process and to manage implementing operations of 4Ps sub projects, liaising with all partners and stakeholders including farmers and FPOs, government, banks, companies, insurance providers etc. and carryout follow-up activities to ensure that 4Ps resources are utilized meaningfully to achieve the objectives of the program. He/she is responsible for continuous monitoring and evaluation of implementation process and propose strategic interventions to be attended with no delay and develop guidelines appropriately and manage subordinate staff. Ensure that the 4P project Promoters and other service providers are in compliance with agreement terms and conditions during the project period.

Qualifications and Experience:
a) A Bachelor’s degree preferably in the field of Agriculture, Agric. Economics, Agri-Business Management, Agriculture extension or in any closely relevant field which is recognized by the University Grants Commission and at least 8 years post qualifying experience in the relevant field at managerial capacity OR An Officer of the Government All Island Services Class III or above or similar status in the relevant field with at least 9 years’ experience in Class III post.
b) Post graduate qualifications in the relevant field with extensive field experience will be an added advantage. Note :Working experience in a donor funded project is desirable.
General Conditions applicable for the above mentioned position
Age Limit - Below 64 years by the closing date of applications.
Salary Scale - Based on the Management Services Circular No. 01/2019 of the Treasury.
Location - Programme Management Unit (PMU) is in Nawala Road, Rajagiriya. However, extensive travelling to project locations is involved.
Languages - Proficiency in written and verbal communication skills in English and Sinhala are a must with sound knowledge in MS Office packages. Proficiency in Tamil Language will be an added advantage.
Appointment: Appointment is made on contract basis in accordance with the Management Services Circular No. 01/2019, renewable annually based on the performance and will be subjected to 06 months probationary period.
Other terms
The employee will be a member of the Employees’ Provident Fund and Employees' Trust Fund and contributions would be made to the said schemes by the Employer and Employee in accordance with the relevant Acts.
Method of Selection
