Job Description

MINISTRY OF URBAN DEVELOPMENT AND HOUSING KANDY MULTI-MODEL TRANSPORT TERMINAL PROJECT 

Project Description: 

This project is a World Bank and Government of Sri Lanka funded US $ 65 million project, aimed at constructing a functional terminal building and bus parking facilities which are connecting to an internal road. It will also construct 150-meter-long skywalk for the pedestrians to move safely between the railway station, hospital and KMTT. Construction of a diversion of Meda Ela, will be another component. The construction of a nine storey building for the Railway Department will be among the other Sub-Projects under this project.  

In order to facilitate the Ministry of Urban Development and Housing, a Project Management Unit (PMU) will be established in Kandy under a Project Director under the Management Service Department Circular 01/2019. The Ministry intends to recruit the Project Director and the Procurement Specialist of the PMU with immediate effect. 

The Ministry wants to recruit a dynamic person preferably conversant in public sector project management and government procedures as the expectation of the Project Director is a managerial role that needs to be undertaken as per the government regulations, and circulars.

POST – PROJECT DIRECTOR (PS-01) 

2.1. Academic & Professional Qualifications: (1) or (2) or (3) below

1) A successfully completed Bachelor’s Degree in the relevant filed, which is recognized by the University Grants Commission

or

A qualification recognized by the UGC as an equivalent qualification to the degree in the relevant field or An Associate membership /A similar professional qualification obtained from a recognized professional institution in the relevant filed

and

At least 12 years post qualifying experience in Managerial Level, out of which 06 years should be in the Senior Managerial level. 

2) A successfully completed Bachelor’s Degree in the relevant filed, which is recognized by the University Grants Commission

or 

A qualification recognized by the UGC as an equivalent qualification to the degree in the relevant field

or

An Associate membership/ A similar professional qualification obtained from a recognized professional institution in the relevant filed 

and 

Corporate / Chartered membership or a similar professional qualification obtained from a recognized professional institution in the relevant filed 

or

A Postgraduate Degree in the relevant field with At least 10 years post qualifying experience in Managerial Level, out of which 05 years should be in the Senior Managerial level.

3) A successfully completed Bachelor’s Degree in the relevant filed, which is recognized by the University Grants Commission or

A qualification recognized by the UGC as an equivalent qualification to the degree in the relevant field

and

A postgraduate degree in the relevant field with Corporate / Chartered membership or a similar professional qualification obtained from a recognized professional institution in the relevant filed 

with

At least 08 years post qualifying experience in Managerial Level, out of which 04 years should be in the Senior Managerial level. 

 2.2. Remuneration   For those outside of Public Service: 160,000 - 2×10,000 -180,000/=   2.3. Other Benefits  Entitled to EPF & ETF benefits. 

Project Director will be assigned a vehicle and a driver. 

For Public Service Officers:  Provisions in Management Service Circular 01/2019 will apply.

4. Other Eligibility Requirements: Applicants for both posts shall be citizens of Sri Lanka and not be more than 65 years of age.
