Mundeni Aru River Basin Development Project (MARBDP)

Recruitment of Project Staff to PMU

The Government of Sri Lanka has requested AFD to finance EURO 172 M, mainly for the development of Irrigated Agricultural infrastructures. The investments will focus on the merging of two existing reservoirs (Rugam and Kitulwewa) in the lower basin of Mundeni Aru River Basin and the construction of one new multi-purpose reservoir (Maha Oya) as well as the construction/rehabilitation of irrigation schemes. These infrastructures would allow the irrigation of nearly 10,700 Ha. and provides 02 MCM and 12 MCM drinking water for Padiyathalawa and Batticaloa respectively while limiting the flood affected areas in the basin.

Applications are hereby invited from suitably qualified citizens of Sri Lanka, for the following post in Project Management Unit (PMU) of Mundeni Aru River Basin Development Project.

Procurement Specialist

Basic Qualifications (Please refer MSD Circular 1/2019 for full information on qualification and salary step)

(1) Bachelor's Degree or equivalent qualification which is recognized by the University Grants Commission or an Associate Membership / a similar professional qualification obtained from a recognized institution in relevant field with 12 years post qualifying experience at managerial level;

or

(2) Bachelor's Degree or equivalent qualification which is recognized by the University Grants Commission or an associate membership / a similar professional qualification obtained from a recognized institution in relevant field ; and A postgraduate Degree in the relevant field or Corporate/ Chartered membership or a similar professional qualification obtained from a recognized professional institution in the relevant field with 9 years post qualifying experience in managerial level;

or

(3) Class 1 Officer of a Government All Island Services or a similar status in the relevant field with 04 years of experience in the Class 1 post

General Conditions –

• Age: Applicants shall be not more than 64 years of age.
• Station - Colombo
• Remuneration and other allowances will be paid as per the Management Services Department Circular No. 01 /2019, and any revisions, if any, in future.
• The Expert is expected to perform the duties in liaison and coordination with relevant Government Organizations and other agencies.
• Work experience in Construction Contract Management and relevant procurement, and Agency for French Development (AFD) funded projects and/or any other Multilateral Bank funded project in Sri Lanka will be an added advantage.
• The applications of candidates from Government Service / Statutory Boards / Corporations or other Government Institutions should be forwarded through their respective Heads of Institutions who should state whether the applicant could be/ could not be released on full time basis, if selected.
• Proficiency in English, familiarity with government regulations and computer literacy are essential prerequisites for this post.
• Employment contracts are renewable annually based on performance and the requirement of the projects.
