Job Description

Public Service Commission – Southern Province Recruitment for the Post of Chief Legal Officer in the Chief Secretariat of the Southern Province on Contract basis

Applications are called for the Post of Chief Legal Officer on contract basis in the Chief Secretariat of the Southern Province from suitably qualified applicants with the following qualifications.

1. Basic Qualifications:-

1.1. Educational Qualifications

I. Degree in Law from a University accepted by the University Grants Commission & should have taken Oaths as a lawyer before the Supreme Court or should have passed final year of the Law College and taken Oaths as a lawyer before the Supreme Court.

II. A Postgraduate Degree in Legal field from a University accepted by the University Grants Commission

1.2. Experience

I. Should have 15 experience years having taken Oaths as a Supreme Court Lawyer and Notary Public and should have served at least 10 years as a Court Lawyer and should have active professional experience of not less than 10 years.

•Note that recruitment for the above post from the applicants who have not fulfilled basic qualification under II of the above educational qualifications .

I.I will be considered in accordance with their experience & professionalism in court procedures.

2. Other Qualifications

I. Every applicant of excellent moral character and physically sound.

II. Every applicant should have completed all educational, professional and other qualifications in every manner on the closing date of the application.

3) Service Conditions & Terms on Recruitment

I. Recruitment will be made on Contract basis until 05 years term of service is completed or a permanent officer is appointed, whichever occurs first. This appointment will be extended based on the performance of the officer annually within the prescribed period of time.

II. The allowance for the above Post is negotiable.

III. In addition to the service conditions and terms of recruitment, you should be subjected to the provisions of the constitution of the Democratic Socialist Republic of Sri Lanka including provisions of the Establishment Code, Procedural rules of the Southern Provincial Council, Financial Regulations, Financial Rules of the Southern Provincial Council, Departmental orders and such other regulations as may be passed by the Southern Provincial Council.

4) Age limit

 Applicants should be not more than 60 years of age on the closing date of application.

5) Method of Recruitment

 Candidates with qualifications in the notice will be interviewed by an interview board appointed by the Provincial Public Service Commission of the Southern Province and the candidate who obtains highest marks at the Interview conducted by the Provincial Public Service Commission of Southern Province will be recruited for the above post.

6) Method of Application

 I. Applications should be prepared in an A4 size paper using both side of the paper in accordance with the specimen application form set out at the end of this notice (a form of specimen application could be downloaded from www.psc. sp.gov.lk). Completed applications should be forwarded to Secretary, Southern Province Public Service Commission, 6th Floor, District Secretariat Building, Galle by registered post on or before 17.12.2021. “Application for the post of Chief Legal Officer” should be clearly mentioned on the top left hand corner of the envelope containing the application.

 II. Applications not in accordance with the qualifications in this notice will be rejected. As the proof of qualifications, originals of relevant documents should be presented at the interview. Every applicant should compulsorily complete all the qualifications relevant for the post on or before the closing date of the application.

III. The decision of the Southern Provincial Public Service Commission with regard to the matters relating to this notice for applications or other matters not covered by that notice shall be final. Further, if there is any matter not provided in the notice, the decision of the Southern Provincial Council with regard to that matter shall be final.

IV. The Southern Provincial Council shall have the right to take final decision with regard to conduct or not conduct of the interview or making or not making recruitment after conducting the interview.

V. The closing date of applications - 17.12.2021.
