Job Description

RUBBER DEVELOPMENT DEPARTMENT

 

Open Competitive Written Examination for the Recruitment for Grade III Post of Rubber Development Officer (Departmental)
in the Monitoring Management Assistant Technical Service Category of the Rubber Development Department - 2021

 

Applications are invited from both Sri Lankan males / females who possess the undermentioned qualifications for Recruitment for Grade III Post of Rubber Development Officer (Departmental) in the Monitoring Management Assistant Technical Service Category of the Rubber Development Department.

 

Nature of Work: Field Duty. Recruited Rubber Development Officers will be deployed in field duty related to rubber cultivation in the districts where rubber is cultivated.
Only those who have fulfilled all the following qualifications should apply.


01. Educational Qualifications


a) Should have passed the General Certificate of Education (Ordinary Level) Examination in six (06) subjects in one sitting
with credit passes for Sinhala / Tamil / English language, Mathematics and two other subjects.

And

b) Should have passed the General Certificate of Education (Advanced Level) Examination in all subjects (except General
Common Test) in one sitting (Under the old syllabus it is sufficient to have passed in three subjects in one sitting)

And

c) Should have followed a course in Computer Word Processing / Typing and Stenography recognized by the Tertiary and
Vocational Education Commission


02. Professional Qualifications


Should have completed a two year diploma course in agriculture offered by an institution approved by the Tertiary and Vocational Education Commission. (Should have completed as at the closing date of applications. Should not apply while expecting results.)


03. Physical Qualifications
Every candidate should be physically and mentally fit to discharge the duties entrusted to the post and to serve in any part of Sri Lanka.


04. Other Qualifications:

I. Should be a citizen of Sri Lanka
II. Should bear an excellent moral character.
III. All qualifications required for recruitment to the post should have been fulfilled in every manner as at the closing date
of applications mentioned in the advertisement / in the Gazette notification.


05. Salary Category: MN 03 – 2016

Salary Scale: Rs. 31,040 – 10 x 445 – 11 x 660 – 10 x 730 – 10 x 750 – 57,550


06. Age Limit: 

Minimum 18 years – Maximum 30 years


07. Service Conditions


7.1 This post is permanent and pensionable. Applicants recruited will be subjected to any policy decision taken by the
government in the future regarding pension scheme.


7.2 Those appointed to this post will be subject to three (03) years probation


7.3 As per Public Administration Circular No. 01/2014 and the subsequent Circulars within 05 years of recruitment to the
post, should obtain the proficiency in the other official language in addition to the official language of recruitment and officers who have joined the service in a non official medium should obtain the specified official language proficiency within the probation period.


7.4 This appointment is subject to the Work Procedure Code (Regulations) of the Public Service Commission, Establishment
Code of the Democratic Socialist Republic of Sri Lanka, Government Finance Regulations, other departmental orders
and instructions.


7.5 All other conditions and terms will be implemented as per the relevant recruitment procedure.


08. Method of Recruitment


8.1 Based on the results of a written examination – Examination will be conducted by the National Institute of Plantation
Management.


8.2 Decision of the Chairman of the National Institute of Plantation Management is  final regarding the conduct of the
examination and release of results.


09. Method of Examination


I. This examination will be conducted only in the City of Colombo on a date (in year 2021) decided by the Chairman of
the National Institute of Plantation Management.


II. This examination will be held in Sinhala, Tamil and English mediums. Permission will not be granted to change the
language medium.


III. Candidate should answer all relevant question papers at the examination in the same language.


IV. Candidates will be subjected to the Rules and Regulations imposed by the Chairman of the National Institute of
Plantation Management. Defaulting those rules and regulations, candidates will be subjected to whatever punishment imposed by the Chairman of the National Institute of Plantation Management


11. Examination Fees


Examination fee is Rs. 500.00. 

This examination fee may be paid at any People’s Bank branch to be credited to Account No. 208100149027285 maintained at the People’s Bank Battaramulla Branch in favour of “Director General, Rubber Development Department” and the Bank Deposit Slip should be firmly affixed at the section set aside for this in the application form. (It is appropriate to retain a photocopy of the Bank Deposit Slip for future reference). Please mention the Peoples Bank Branch, Date of Payment and the Amount in the appropriate place in the application. Examination fee will not be refunded under any circumstance.


12. Method of Applying


12.1 Applicants should self-prepare the application as per the specimen given below using A4 size (21x29cm) as follows;
I. Nos. 01 to 05 in the first page and
II. No. 06 onwards in the subsequent pages
And the relevant information should be entered in the application in applicant’s own handwriting.


12.2 In the application, applicants signature should be attested by either a principal of a government school, Justice of
the Peace, Commissioner of Oaths, Attorney at Law, Notary Public, Commissioned Officer of the Tri forces or an
officer holding a permanent post in the government service drawing a monthly consolidated salary of Rs. 41,580/-
(as per the Public Administration Circular No. 03/2016(i).


12.3 Applicants already holding a permanent post in government service should submit their applications through heads of their respective institutions.


12.4 Applications that have not fulfilled the qualifications will be rejected. Applicants should compare and see whether the
self-prepared application is compatible to the specimen given in the advertisement pertaining to the examination.


Applications that are not compatible to the specimen and the incomplete applications will be rejected without any
intimation. It would be beneficial to retain a photocopy of the application.


12.5 Submission of false information Correct information should be provided carefully when perfecting the application. If it is found out prior to the examination, at the time or after the examination or at any time there after his/her candidature may be disqualified that the applicant had submitted false information. Applicant who has provided false information may also be dismissed from government service at any time. 

Applicant should not consider that issuing an Admission Card for the examination conforms that the qualifications have been fulfilled.


12.6 Duly perfected applications for the examinations should be sent by registered post to the address given below:

To receive on or before 22.10 .2021. Name of the Examination and the Post should be mentioned on the left hand
top corner of the envelope containing the application.


12.7 Admission Cards will be issued for the examination to applicants who have fulfilled the qualifications mentioned in
the advertisement as per the information provided in the application.


12.8 Issue of Results
Results list of the applicants who have passed the examination aft er obtaining 40% and above will be sent to the
Director General by the National Institute of Plantation Management. In addition to that, the National Institute
of Plantation Management will issue a personal result sheet giving the marks obtained for each subject to all
applicants.

 

13. Identity


13.1 Admission Card in which the signature of the applicant has been attested should be submitted to the Chief Invigilator
on the first day of the examination.


13.2 Candidate should prove his / her identity to the Chief Invigilator when sitting for each subject.
For identification purposes,

 (1) National Identity Card issued by the Department of Registration of Persons or (2)valid passport is acceptable.


13.3 Director General of Rubber Development Department reserves the right to take the  final decision regarding
conducting or not conducting the exam or regarding the selection after the examination. Further, the Director
General of the Rubber Development Department reserves the right to clarify / take decision regarding any matter
for which provisions have not been made in this advertisement.
